Lyrasis (a library purchasing consortium) has negotiated a cost-neutral Elsevier Read & Publish Agreement for 2025-2027. Elsevier and Lyrasis have established an agreement to support authors from participating Lyrasis institutions (including WPI) who wish to publish open access. The cost of publishing open access is covered under the terms of this agreement. When publishing open access in hybrid journals, eligible corresponding authors from participating Lyrasis institutions do not have to pay an article publishing charge (APC).
Participating institutions’ - including WPI- corresponding authors may publish with no APCs in more than 1,800 Elsevier “core hybrid journals,” excluding Cell Press, Clinics, and Lancet titles. These are predominantly STEM titles, but Elsevier’s portfolio spans just about all disciplines. Authors can publish eligible articles in a wide variety of participating Elsevier journals across a range of disciplines. Authors are free to publish in any core hybrid journal regardless of whether WPI subscribes to that particular journal.
There is a generous group-wide publishing cap each year. This is a generous cap amounting to 110% (2025), 115% (2026), and 120% (2027) of all articles published by all institutions' authors in these journals in 2023. Lyrasis will monitor the cap and alert participating institutions in the unlikely event that the cap is reached and authors will have to pay to publish OA. In the event that the maximum number of open access articles under this Agreement has been reached, then Corresponding Authors may publish open access articles in Eligible Journals at the then current APC list price set forth at https://www.elsevier.com/books-and-journals/journal-pricing/apc-pricelist.
Eligibility
In Elsevier’s journal workflow, the Corresponding Author must specify the institution that they are affiliated to and the relevant research funding source(s). Based on this data, Elsevier will provide the Corresponding Author with the relevant publishing options.
The following article types in hybrid journals shall be eligible for open access publishing (“Eligible Article Types”): Full-length articles • Short communications • Short surveys • Review articles • Data • Case reports • Micro articles • Original software publications • Video articles • Protocols • Replication studies • Practice guidelines. Elsevier may adjust or expand Eligible Article Types during the Term of the Agreement.
Elsevier’s systems prompt authors to enter their institutional affiliation into an auto-completing free-text field at time of article submission. The field is populated using a subscriber database maintained by Elsevier and supplemented by Ringgold IDs. If the author indicates affiliation with a participating institution, they will be automatically presented with the option to publish their article OA for free under this agreement. Articles are eligible for the free OA publishing when the article’s acceptance date falls within the agreement’s term dates.
*Authors who wish to publish in Elsevier’s fully OA journals will still need to pay an APC or seek a special-circumstances waiver from Elsevier.
License
Authors must select a Creative Commons BY, BY NC, or BY NC ND license to publish their Open Access articles. The OA and CC BY options will be preselected by default to encourage authors to select those options.
Authors can also continue to choose to publish under the subscription model (not open access) which includes the option to self-archive their manuscript in line with Elsevier’s sharing policy.
